The prime Republican and Democrat on the U.S. Senate Judiciary Committee on Monday (September 29, 2025) reintroduced laws to tighten guidelines on the H-1B and L-1 employee visa programmes, focusing on what they referred to as loopholes and abuse by main employers.

Committee Chairman Chuck Grassley, a Republican from Iowa, and Democratic rating member Dick Durbin of Illinois stated the Bill tightens guidelines by elevating wage and hiring requirements, mandating public job postings, and narrowing visa eligibility, amongst others.

The H-1B visa programme, broadly utilized by the U.S. expertise sector to rent expert employees from India and China, has been beneath the highlight after the Donald Trump administration earlier this month imposed a $100,000 price on new purposes.

Unlike the H-1B programnme for expert international hires, the L-1 visa permits multinational firms to switch current staff from abroad workplaces to the U.S.

The two senators, who first launched related laws in 2007, stated they despatched letters final week to 10 main U.S. employers together with Amazon.com, Alphabet’s Google and Meta Platforms scrutinising their reliance on H-1B visas whereas shedding workers.

The firms didn’t instantly reply to requests for remark.

“Congress created the H-1B and L-1 visa programmes as limited pathways for businesses to acquire top talent when it can’t be found at home. But over the years, many employers have used them to cut out American workers in favour of cheap foreign labor,” Mr. Grassley stated in a press release.

U.S. Senators Tommy Tuberville, a Republican from Alabama, Democrat Richard Blumenthal of Connecticut and Bernie Sanders, an Independent from Vermont, are among the many authentic cosponsors of the laws.
