HC: pre-appointment procedures have to be adopted for DGP publish

The Madurai Bench of the Madras High Court on Thursday noticed that pre-appointment procedures have to be scrupulously adopted to keep up independence and transparency within the appointment to the publish of Director-General of Police (DGP) in Tamil Nadu.
