CJI lists Kerala, IUML pleas to defer SIR in Kerala for listening to on November 21

Chief Justice of India (CJI) B.R. Gavai on Wednesday (November 19, 2025) agreed to urgently listing on November 21 separate petitions filed by the Kerala Government and the Indian Union Muslim League (IUML) for deferment of the Special Intensive Revision (SIR) of the electoral rolls within the State because the “cumbersome” train clashes with the native physique elections and result in a pressure on human assets moreover leading to an “administrative deadlock”.

That for Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur and Kasaragod is on December 11. The notification for the election is to be issued on November 14 and that of withdrawal of nominations on November 24. The counting of votes can be on December 13 and the final date for completion of election is December 18.

The Chief Electoral Officer of Kerala had already communicated that the personnel deployed for the LSGIs elections wouldn’t be engaged within the SIR train.

The State Government identified that the simultaneous conduct of the SIR and the LSGIs can be an “close to impossibility”.

“SIR is a big train requiring deployment of 1,76,000 personnel from authorities and quasi-governmental companies for election-related duties and additional 68,000 police and different safety personnel. SIR can also be a complete course of with cumbersome process, requiring the companies of extra personnel numbering 25,668. The pool of educated and election-experienced workers is finite, which constrains real-world deployment.
