The decree would enable Mr. Maduro to mobilize armed forces all through the nation and provides the navy authority over public providers and the oil business.
Mr. Maduro final week mentioned he would submit the decree for consideration. It was unclear when it was signed.
The powers can be legitimate for 90 days, with the choice to be renewed for 90 extra, in line with the nation’s Constitution.
