Tamil Nadu govt. urges Madras HC to exempt Ungaludan Stalin and Nalam Kaakum Stalin schemes from prohibitory order

The Tamil Nadu authorities has approached the Madras High Court urging it to make clear that its interim order prohibiting using the title of any residing persona within the nomenclature of presidency schemes wouldn’t be relevant to ‘Ungaludan Stalin’ and ‘Nalam Kaakum Stalin’ schemes.

Chief Justice Manindra Mohan Shrivastava and Justice Sunder Mohan on Thursday (August 3, 2025) accepted a request made by Advocate General P.S. Raman for an early listening to of the modification petition for the reason that Nalam Kaakum Stalin scheme was all set to be launched throughout the State on Saturday (August 2, 2025).

The judges mentioned, the petition, if filed by Friday, can be taken up for listening to on Monday (August 4, 2025). Within a few hours, a modification plea was filed by the State authorities within the High Court Registry together with an in depth affidavit sworn by Public division secretary Reeta Harish Thakkar.

The affidavit mentioned the general public outreach programme titled ‘Ungaludan Stalin’ had been in operation for fairly someday now and even the general public curiosity litigation petitioner C.Ve. Shanmugam, in whose case the interim order was handed, had not sought any ex-parte interim order towards that scheme.

Similarly, a Government Order for the Nalam Kaakum Stalin scheme, geared toward taking healthcare to the doorsteps of the beneficiaries, was issued on June 3, 2025 itself, the Public Secretary mentioned, and contended that solely the launch was scheduled to be held on August 2, 2025 by conducting well being camps in all districts.

Further, stating that the pamphlets, brochures, software kinds and different associated paperwork for the scheme had already been printed, Ms. Thakkar mentioned, monumental efforts taken to launch the scheme on Saturday would go waste if the prohibitory interim order was made relevant to it.

“The scheme has been launched within the title honourable Chief Minister who’s a constitutional authority and it can’t be construed to have been launched within the title of a political persona. Usage of photographs of former Chief Ministers can also be not expressly prohibited by the Supreme Court,” her affidavit learn.

Stating that the federal government was ready to contest the principle PIL petition by submitting an in depth counter affidavit, the secretary mentioned: “The current petition is being filed for the restricted objective of searching for clarification in order that the order is probably not relevant to the Nalam Kaakum Stalin scheme that’s being launched tomorrow.”
